Inmates are responsible for room and board fees, authorized by Virginia law. Jails may collect up to $3.00 per day from inmates to help offset the costs of housing. Our current room and board fee is $1.00 per day. Inmates are also responsible for medical and dental co-pays.

All property items entering the Hampton Roads Regional Jail must have prior approval from the Superintendent or designee before being mailed or brought to the facility. Inmates may receive newspapers, magazines, or soft back books if they are mailed directly from the publisher. Prior approval is required before placing the order. The publication may be denied if it is too big or threatens security. All publications will be checked for contraband.

No gifts will be permitted, unless authorized by the Superintendent or designee. Additional property restrictions may be imposed on inmates in segregation.

All money, other valuables and personal property will be surrendered, inventoried, and placed in secured storage. Inmates will be provided a receipt for all property. Inmates are required to keep one set of clothing in property storage for court appearances or for release from the facility.

Inmates are required to dispose of any excess personal property within 30 days of arrival at the Hampton Roads Regional Jail. Inmates may either mail their property to someone (at the inmate’s expense) or have a friend or relative pick it up. This must be done Monday through Friday between the hours of 0800 and 1700. The Hampton Roads Regional Jail is not responsible for any items lost or stolen while inmates are incarcerated.

Writing materials, not to exceed 50 sheets of paper, 10 envelopes, 10 stamps and personal mail, provided it fits in your storage bin.

• 1 small address or telephone book, must be paperback and not bound by metal fasteners.

• Photographs, to include computer generated, no larger than 4″x6″. No polaroids, obscene photos and absolutely no picture frames. Photographs are not to be affixed to any cell walls.

• Unopened commissary items from another institution only if similar items are sold at the Hampton Roads Regional Jail and provided they meet facility packaging requirements.

• Prescription eyeglasses, contact lenses and cleaning solution as approved by medical staff. If items are not deemed medically necessary, all cost for care and maintenance will be the inmate’s responsibility.

• Hearing aids, if approved by medical staff.

• 1 Medic Alert bracelet, if approved by medical staff.

• Dentures and cleaning solutions if approved by medical staff.

• Prosthetics if approved by medical and security staff.

Books, magazines and newspapers may be requested on the tenth of each month. All requests must include titles, requested titles are subject to review for content and appropriateness for security purposes. All reading material must be mailed from a publishing company or an approved bookstore. If an inmate wishes to receive additional reading material, they will be required to make an exchange for the older materials.

All exchanged reading materials will be mailed at the inmate’s expense or if requested, the items can be donated to the inmate library. Additional property restrictions may be imposed on inmates in segregation for safety, security or disciplinary reasons.

Property Delivery

The only items that can be brought into the facility are court clothing and that must be done Monday through Friday 0800 to 1600. Underclothing must be purchased from the commissary, unless approved by the Superintendent or designee.No property exchanges between inmates is authorized. When inmates are released from the Hampton Roads Regional Jail all property must go with them. All excess property of the aforementioned items will be considered contraband.
