OUR HISTORY

The Hampton Roads Regional Jail Authority, comprised of the sheriffs, city managers, and city council members of each member jurisdiction, opened the Hampton Roads Regional Jail in March 1998. Originally, the HRRJ serviced four jurisdictions: Hampton, Newport News, Norfolk, and Portsmouth. In 2016, the City of Chesapeake became the fifth member jurisdiction of the Hampton Roads Regional Jail Authority.

The Hampton Roads Regional Jail’s day-to-day operations are managed by a superintendent, vested with the same powers and authority over the Regional Jail as the sheriff of a city or county jail. Although the Hampton Roads Regional Jail was established to help alleviate overcrowding for its member jurisdictions, it has since evolved, and now specializes in managing inmates with mental health, medical, and disciplinary special needs.

The Hampton Roads Regional Jail boasts one the largest self-contained and highly functional medical units in the Commonwealth of Virginia. HRRJ offers dialysis services, dental services, mental health services, Community Oriented Reentry Experience (C.O.R.E), and specialized inmate programs, including GED.

In March 2018, the Hampton Roads Regional Jail celebrated a milestone, its twentieth anniversary of continued excellence. The establishment of the Hampton Roads Regional Jail has been a success, and it continues to fulfill its original purpose, while evolving to meet the challenges of the future!
