SUMMARY OF RESPONSIBILITIES
Jail Lieutenants perform complex managerial, professional, and administrative work supporting the management staff with supervising the overall operations of the Hampton Roads Regional Jail. Assignments include the shift watch commander, staff training, and classification and records.

SPECIFIC DUTIES REQUIRED FOR LIEUTENANTS
- Serves as Watch Commander. Prepares shift schedules and establishes post assignments for each shift. Adjusts shift schedule to cover for unexpected absences due to injury or illness of line staff. Verifies time sheets of security staff under their supervision
- Serves as Training Supervisor. Coordinates, documents, and delivers pre-service and in-service training for security staff. A. B 3,5 – Lieutenant
- Supervises classification and records staff and daily operations.
- Monitors the facility’s daily operations to ensure compliance with facility policies and procedures.
- Makes frequent rounds of areas accessible to inmates to observe operations to ensure compliance with policies and procedures. Reviews records and reports to ensure that compliance with policies and procedures is properly documented.
- Discusses problems with Unit Managers and assists them in determining the appropriate course of action to resolve problems. Monitors inmate disciplinary problems and keeps the Security Captain informed.
- Supervises and participates in the response to emergency situations occurring within the facility.
- Assigns and reviews investigations and incident reports to ensure appropriate actions were taken.
- Conducts and reviews performance evaluations of subordinate staff to ensure thoroughness and ensures that appropriate measures are taken to enhance staff performance as required. Instructs subordinate staff on how to improve the performance of their assigned duties.
- Approves the release of inmates according to facility policy and State and local statutory provisions as needed.
- Ensures the cleanliness, safety, and sanitary conditions of the Regional Jail building and facilities.
- Supervises and participates in administrative functions performs other duties as assigned.
- Degree of Supervision Received: Performs duties under the general supervision of a captain, who provides guidance and direction through regular conferences and consultations.
- Degree and nature of supervision Given: Provides direct supervision to Sergeants by developing them to be confident, effective supervisors. Provides general supervision to all other subordinate staff.
- Personal Contacts: Daily contact with Captains, Sergeants, Jail Officers, the Regional Jail’s administrative staff, and inmates. Periodic communication with other criminal justice agencies.
REQUIRED EDUCATION, EXPERIENCE, TRAINING, AND SKILLS
- Any combination of education, training, and experience equivalent to graduation from an accredited college or university with an Associate’s Degree. A Bachelor’s Degree is preferred.
- Must possess experience equivalent to approximately five years of custody work in a jail or correctional facility and more than one year of supervisory experience as a Sergeant. Experience with other organization will apply.
- Some knowledge of the principles of management, organization, and administration. Some knowledge of the principles of modem correctional methods and relevant federal, state, and local laws governing correctional facilities.
- Ability to manage the operation of a large correctional facility, and ability to provide direction to the staff.
- Ability to establish and maintain harmonious working relationships with other staff members, officials of other criminal justice agencies, and the general public.
- Ability to communicate effectively both orally and in writing.
- Ability to use sound judgment and to act quickly and effectively in emergency situations. Must possess a valid and appropriate motor vehicle operator’s license and an acceptable driving record.
- Must possess a current certification in Virginia as a Jail Officer, or must obtain certification within one year of employment date. 10. Must maintain personal health and fitness.
