The Hampton Roads Regional Jail serves the cities of Hampton, Newport News, Norfolk, and Portsmouth, Virginia.
The primary function of the facility is to house inmates for the four participating jurisdictions, including both male
and female inmates, pretrial and sentenced inmates, and inmates with special needs or who require special management.
The facility is operated under the direction of the Hampton Roads Regional Jail Authority, which is comprised of the
Sheriff, City Manager, and a member of the City Council from each of the four participating jurisdictions. The Authority
will operate the facility in accordance with the collective best interests of the participating jurisdictions.
The mission of the Hampton Roads Regional Jail is to protect the public and institutional safety through the incarceration of offenders in a facility that meets statutory and constitutional standards of care and provides program opportunities.
