-  All inmate mail will be rejected if it contains cards of any kind (birthday, greeting, holiday etc.), letters written on colored notebook paper (yellow, blue, green etc.) and letters written with a marker or crayon.  All letters must be written in either black or blue ink on white paper, no exceptions. 

- Any material which violates postal regulations or contains obscenity, blackmail, contraband, or threats.

-  Any material which contains plans of criminal activities, maps, or plots to escape, and any material which communicates information designed to encourage inmates to disrupt the facility by strikes, riots, fights, racial or religious hatred, or other prohibited acts.

-  The Hampton Roads Regional Jail will not accept items for inmates that are free or incentives for purchasing or receiving publications or other items.

-  Only pre-approved packages are accepted.

- It consists of stamps; envelopes; staples; tape; glitter; glue or any sticky substance; photos or drawings larger than 4×6; sexually explicit photos; stickers or address labels; plastic cards or plastic covered cards; personal checks or cash; blank stationary or blank paper; information about the fabrication of weapons, explosive devices or newspapers that do not have prior approval.

All inmate telephone calls are recorded and subject to monitoring. Do not make 3-way telephone calls with an inmate on the line. A 3-way telephone call is a call where you include a third party in the phone call by conferencing them in to your call. If we detect that you’ve made a 3-way call, we will block your number from receiving any inmate phone calls for 90 days.

The Hampton Roads Regional Jail opened in March, 1998 and has been in continuous operation since that time.  The five member jurisdictions choose which inmates are sent to the Regional Jail and to a great extent they are inmates with medical, mental health, or disciplinary problems.

While it originally was established to house general overcrowding, it has since evolved into managing inmates with medical and mental health issues or disciplinary problems.  The two-story structure is divided into three separate and distinct housing units.  The housing units are at the corners of a large central rectangular area, which contains the kitchen, laundry, intake area, command center, training area, classification, administration, and health services.

In March 2016, the Hampton Roads Regional Jail celebrated its eighteenth anniversary of providing services to its member cities.  The establishment of the Regional Jail has been an outstanding success, and it is fulfilling its basic purpose of reducing overcrowding in the four member cities’ jails.  The contribution provided by the Regional Jail, however, is much greater than simply holding approximately 1300 inmates from the member city jails.  This is because the Regional Jail houses a disproportionately large number of inmates who are difficult to manage.  The Regional Jail houses the majority of the inmates from the five jurisdictions with severe medical and mental health needs and essentially serves as the medical and mental health correctional facility for the member cities.  Significantly more difficult and overcrowded conditions would exist in the facilities of the five member jurisdictions today were it not for the establishment of the Hampton Roads Regional Jail.

The Virginia Freedom of Information Act (FOIA), located § 2.2-3700 et seq. of the Code of Virginia, guarantees citizens of the Commonwealth and representatives of the media access to public records held by public bodies, public officials, and public employees.


A public record is any writing or recording - regardless of whether it is a paper record, an electronic file, an audio or video recording, or any other format - that is prepared or owned by, or in the possession of a public body or its officers, employees or agents in the transaction of public business. All public records are presumed to be open, and may only be withheld if a specific, statutory exemption applies.

The policy of FOIA states that the purpose of FOIA is to promote an increased awareness by all persons of governmental activities. In furthering this policy, FOIA requires that the law be interpreted liberally, in favor of access, and that any exemption allowing public records to be withheld must be interpreted narrowly.

The Hampton Roads Regional Jail Authority is managed by a board consisting of the Sheriff, City Manager and City Council members representing each participating jurisdiction.  Listed below is an updated roster of active board members:  
INMATE FEES
Inmates are responsible for room and board fees, authorized by Virginia law. Jails may collect up to $3.00 per day from inmates to help offset the costs of housing.  Our current room and board fee is $1.00 per day.  Inmates are also responsible for medical and dental co-pays.
INMATE PROPERTY
All property items entering the Hampton Roads Regional Jail must have prior approval from the Superintendent or designee before being mailed or brought to the facility. Inmates may receive newspapers, magazines if they are mailed directly from the publisher. Prior approval is required before placing the order. The publication may be denied if it is too big or threatens security. All publications will be checked for contraband.

No gifts will be permitted, unless authorized by the Superintendent or designee. Additional property restrictions may be imposed on inmates in segregation.

All money, other valuables and personal property will be surrendered, inventoried, and placed in secured storage. Inmates will be provided a receipt for all property. Inmates are required to keep one set of clothing in property storage for court appearances or for release from the facility.

Inmates are required to dispose of any excess personal property within 30 days of arrival at the Hampton Roads Regional Jail. Inmates may either mail their property to someone (at the inmate’s expense) or have a friend or relative pick it up. This must be done Monday through Friday between the hours of 0800 and 1700. The Hampton Roads Regional Jail is not responsible for any items lost or stolen while inmates are incarcerated.
Property Delivery
The only items that can be brought into the facility are court clothing and that must be done Monday through Friday 0800 to 1600.  Underclothing must be purchased from the commissary, unless approved by the Superintendent or designee.No property exchanges between inmates is authorized. When inmates are released from the Hampton Roads Regional Jail all property must go with them.  All excess property of the aforementioned items will be considered contraband.
